Women Escaping Qatari Guardianship Laws Face Transnational Repression, Rights Groups Warn

According to a new report by Amnesty International, Qatari women who attempt to escape the country’s restrictive male guardianship system are being systematically targeted by 'transnational repression' tactics orchestrated by the state. The report claims that Qatari security services have allegedly used sophisticated tracking technology and diplomatic pressure to intimidate and harass women who have fled to Europe and North America. As reported by Amnesty, the Qatari government has allegedly used the women's family members remaining in Qatar as leverage, threatening them with job loss or travel bans to force the women to return. The report alleges that in several cases, Qatari diplomatic missions abroad have worked with local security firms to conduct surveillance on these women, creating a climate of fear even in supposedly safe havens. According to Amnesty, the guardianship system in Qatar remains a primary driver of gender-based discrimination, requiring women to obtain male permission for basic life choices such as marriage, studying abroad, or working in certain sectors. The publication claims that the state's efforts to forcibly return women are often framed as 'protection of family honor,' but in reality, they lead to arbitrary detention in 'rehabilitation centers' where women face further abuse. Amnesty International is calling on the international community to recognize the threat posed by Qatari state-sponsored stalking and to provide better protection for women fleeing these laws.
