Women Under Qatar's Male Guardianship: A System of Institutionalized Discrimination

Human Rights Watch's investigation into Qatar's male guardianship system reveals the deeply institutionalized discrimination that controls virtually every aspect of women's lives. Under this system, women must obtain permission from their male guardian — typically their father, brother, husband, or even son — to marry, travel abroad, access certain healthcare, and work in many government jobs. Single women under 25 cannot travel abroad without a male guardian's permission. Women who become pregnant outside marriage face imprisonment for 'illicit relations.'
